Conclusions of the Congress R+S=F have been presented to the Ministry of Public Works

On the last Tuesday 15 February, the Conclusions of the Congress R+S=F have been presented to Anunciación Romero, Secretary of Housing from the Ministry of Public Works. The Ministry was very receptive and in harmony with the concerns and proposals that came out of the Congress and it said that is also a subject priority assumed by the government and especially by its President Rodriguez Zapatero.

Some issues that the Ministry is developing were specially discussed as the next Sustainable Economy Law or the draft Law on Quality and sustainability of the urban environment. It was agreed to organize a day of assessment of progress on measures to promote rehabilitation within the framework of Construmat 2011, in the next May.

“Rehabilitación energética de edificios: una asignatura pendiente”

WWF, en colaboración con ETRES Consultores, ha elaborado el informe “Potencial de ahorro energético y de reducción de emisiones de CO2 del parque residencial existente en España en 2020”. Su finalidad es analizar el potencial de ahorro de energía y de reducción de emisiones que encierra el sector para cumplir los compromisos europeos de lucha contra el cambio climático.

La organización pide que se establezca para esta fecha un objetivo vinculante a nivel nacional para renovar en profundidad el parque de viviendas existente, dirigido a reducir el consumo de energía final en, al menos, un 30% con respecto a la situación de 2008. Esto significaría renovar entre medio millón y un millón de viviendas al año, lo que equivale al 2 y 4% del parque residencial de 2008. De este modo, se dejarían de emitir, de media, 8,7 millones de toneladas de CO2 al año y se ahorrarían 2.312 millones de euros anuales por el menor consumo de energía y las emisiones evitadas.

Para alcanzar este objetivo, WWF sostiene que se debe priorizar la mejora del aislamiento térmico de los edificios, con criterios mucho más exigentes que los recogidos por la normativa actual. De no hacerlo así, medidas como modernizar las instalaciones de las viviendas o incorporar energías renovables presentan unos efectos muy limitados sobre la mejora integral del sector.

El estudio analiza el parque de viviendas existente, teniendo en cuenta la zona climática en la que se encuentra, su antigüedad y las características energéticas, tales como la envolvente térmica, los sistemas de climatización y de producción de agua caliente sanitaria. WWF valora medidas de ahorro energético que van más allá de la legislación vigente, planteando un escenario viable de ahorros máximos.

Con este informe, la organización quiere demostrar cómo, a través de una política de rehabilitación energética más dinámica y activa, se puede reducir de forma significativa el consumo de energía de la edificación, y al mismo tiempo, contribuir a la creación de empleo (unos 390.000, según datos de CCOO). Asimismo, se logrará transformar el sector hacia edificios de muy bajo consumo energético, al igual que ya están haciendo otros países de nuestro entorno.

WWF defiende que la rehabilitación es la mejor manera de reducir las emisiones del sector residencial. Asimismo subraya que, aislando en profundidad las viviendas, los ciudadanos podrían ahorrar hasta un 85% en sus facturas energéticas.

Por último, la organización insiste en la necesidad de aumentar las ayudas disponibles para abordar los costes de inversión de las obras de rehabilitación y alcanzar los objetivos de renovación del parque existente. También pide que se refuercen los requisitos energéticos de la normativa española sobre edificación, que se incorporen criterios de rehabilitación energética cuando se concedan las licencias municipales de renovación de edificios y que se desarrollen programas de concienciación ciudadana para dar a conocer los beneficios de estas reformas con criterios de eficiencia energética.

Evangelina Nucete, Técnico en eficiencia energética de WWF España, sostiene: “La rehabilitación de edificios es clave para cumplir con los objetivos comunitarios para 2020 del 20% de ahorro energético y del 30% de reducción de emisiones de gases de efecto invernadero”. Y añade: “El sector de la construcción está listo para afrontar este reto, pero necesita los marcos políticos y normativos adecuados para que se implanten de forma satisfactoria”.

The government will cut building purchase aid to boost rental and rehabilitation
 

Madrid. (EFECOM) .- The Minister of Housing, Beatriz Corredor, announced that his department will delete "some incentives for the construction and purchase" of housing and will prioritize rental and rehabilitation of buildings aids, to " budgetary refocus" Housing Plan 2009-2012.

         The Generalitat de Catalunya and the Spanish Government agree on the rehabilitation of 19 Catalan neighbourhoods

The State commits to invest near 21 million euros in neighbourhood rehabilitation works through six arrangements signed by the counsellor of Environment, Baltasar, and the minister of Housing, Corredor.

The arrangements provide continuity to the projects already started in 16 provinces of Barcelona neighbourhoods, and start the rehabilitation of Tortosa and Llagostera historical centre, and of Remei neighbourhood, of Vic, which is reformed to be  adapted to new social needs.

  A Social Platform RHÈ+ has created for increasing building rehabilitation

The government and economic institutions, professional and social, as well as the Ministry of Housing which have joined the Platform RHÈ+ are: Ministerios de Industria, Turismo y Comercio (IDAE) y de Sanidad y Política Social (CEAPAT), Comunidades y Ciudades Autónomas, Federación Española de Municipios y Provincias, labor union association CCOO y UGT, CEOE and CEPYME, Unión de Profesionales y Trabajadores Autónomos (UPTA), Colegios Oficiales de Arquitectos y de Aparejadores y Arquitectos Técnicos, Confederación Nacional de la Construcción, las Federaciones de MCA-UGT y   

FECOMA-CCOO, Fundación Laboral de la Construcción, Confederación Española de Asociaciones de Fabricantes de Productos de Construcción, CEPCO, el ICO, Asociación Española de Banca and Confederación Española de Cajas de Ahorro,  Federación de Asociaciones de Consumidores y Usuarios, Colegios de Administradores de Fincas, Colegios de los Agentes de la Propiedad Inmobiliaria, CERMI and Consejo de la Juventud.

The minister explained that this act symbolizes "the importance of sending to society this message of everyone's commitment to rehabilitation." "Today we all agree that a more sustainable future is closely linked with a urban model that promotes regeneration of consolidated cities and rehabilitation of homes, buildings and neighbourhoods, with less polluting homes and more energy efficient, and, of course, more comfortable for those who inhabit, "said Hall.

Corridor has also pointed out that the Government is promoting this new way of making a city in line with Europe Strategy 2020 and in Urban European Agenda. It seeks to promote not only the sustainability of the building from the energy standpoint, but also from the economic point of view. The minister recalled the "immense field of economic activity and generation of new jobs that offer urban regeneration and rehabilitation," because, said, "every million euros invested, has generated more than 50 jobs. So, he said, "we have an obligation to seize this enormous economic potential" in a country where half of the park built is over 30 years old.
But Beatriz Corredor has communicated the objective of this Platform RHÈ+ with respect to its citizens: "our duty", he said, “is make it easy. And “for making it real, we need to make agile and effective instruments available to the economic and social managers, to provide to citizens the process of managing and processing of building works and obtaining public funding”.

In this regard, she referred to the rehabilitation offices, created in many cities, financed with the cooperation of all administrations and that can be supplemented from the private sector. "These offices acts as a meeting point between technical, business and citizens, providing direct assistance, and qualified staff," he added.

Corridor made reference to the time of licensing for this type of intervention "that can and should be improved, and also enhance security measures and occupational health in the building works, as well as its environmental management."

And finally, recalled "the scrupulous institutional loyalty" and coordination with the Autonomous Regions and Municipalities, which are necessary to achieve these objectives. "The consensus is always advisable to ensure the success of projects that build a country, but in crisis and difficulties time, this consensus becomes essential”, he assured the minister.


Purpose and commitments of the Platform RHÈ+ 

The Platform purpose is to share the responsibility to facilitate and promote the rehabilitation works of existing housing stock, saving energy, improving accessibility and enhancing the maintenance, generation of employment and job creation in this specific activity, with the commitment of all sectors and government involved in rehabilitation, accessibility and buildings and houses energy efficiency already built.

Among the commitments made in the platform, it stands:

  • Receive funding established in the rehabilitation programs within two months after completion of the works.
     
  • The establishment of registers of RHÈ+ approved volunteer companies to carry out rehabilitation works.
     
  • Promote the licensing of minor works within a month and expedite the granting of licenses by using telematic systems.
     
  • A dedicated web portal creation containing information of public support in each autonomous community, agents, approved companies and organizations that will be joining the Platform commitments, the status of rehabilitation offices and information that materials manufacturers can provide for the works realization and the actors, technicians and companies that collaborate in the rehabilitation process training. Also, the ratio of the attached financial institutions and financial products they offer.
     
  • Extend the training of employees, agents, technicians and companies in new technologies that make possible the buildings and houses rehabilitation as well as promote the construction sector unemployed skills.
     
  • Rehabilitation Techniques Offices in the Architects and Technical Architects Associations, and in those areas and neighbourhoods where the professional associations and local councils consider necessary to improve the buildings condition and the life quality of its inhabitants.

  Housing ministers agree to boost the eu policies of rehabilitation

Ministers from EU member countries during the eighteenth Informal Meeting of Ministers of Housing and Urban Development, agreed to promote existing buildings rehabilitation policies. The ultimate goal is to realize its great impact on job creation, improved energy efficiency, social cohesion and improving life quality. The European Housing ministers listed as priority aspects the premises on which R + S = F 2010 Congress relies. Clear action is going to be proposed for their empowerment.

Minister Beatriz Corredor said that representatives of the 27 member countries, "propose and encourage the European Investment Bank to promote rehabilitation through new funding formulas", because rehabilitation can increase job creation and energy efficiency. Rehabilitation is now "a priority" for all EU governments, which "have made a funding effort" in this matter.

 The final meeting release proposes to the European Commission that energy efficiency and rehabilitation of the existing buildings has to be a "fundamental" task to achieve economic recovery, prevent climate change and improve social cohesion, all of which are set out in the Strategy 2020. This is a task that demands a high employment ratio, contributes to the sustainability of the system by reducing energy consumption and using alternative energy sources, improving the life quality of citizens and dynamic innovation, which requires developing new building materials and building techniques.

The minister said that "Europe is in a moment of special significance for the future of the Union and, therefore, is necessary to advance the economic recovery and promote a change of growth model based on energy sustainability, environmental and social, where equality, innovation and knowledge are very important”. Housing rehabilitation has great potential for doing this.

We note the European housing ministers’ concerns and priorities match with the thematic blocks of the congress "Rehabilitation and Sustainability. The Future is possible ", which will address the new demands of habitability, environmental efficiency and economic stability, the new policies of rehabilitation; The commitment sustainability from rehabilitation, ending with the approach of a regulatory framework for existing buildings, that will allow developing its performance quality.

Sustainable buildings would save 30 percent spain energy and gas
 

Build or adapt the Spanish buildings with efficiency and sustainability criteria would save up to 30% of the energy bill and the volume of emissions that contribute to global climate change, according to the Foundation “La Casa que Ahorra”.

The government wants  2000 of all government buildings join the energy savings plan in public buildings
 

The Plan Activation of hiring energy services companies in buildings of the General State Administration (AGE) was launched by the Spanish Government earlier this year. This plan articulates measures to reduce at least 20% energy consumption in 330 AGE buildings. However, the government now wants to reach a thousand AGE buildings and proposes autonomous regions and municipalities provide another 1,000.

Sustainable Town Planning Center: Valdespartera
 

The Center for Sustainable Town Planning (CUS) will open its doors on June the 3rd. Fernando Gimeno, Deputy Mayor of Zaragoza, announced it yesterday after signing an agreement with 18 entities and companies that sponsor some services and some of the material needed to install. The building will work as a large museum exhibit.

Ferrovial raises a legal reform to allow the rehabilitation of whole districts and the improvement of energy efficiency 

Ferrovial has proposed to the Spanish Government a legal reform to allow rehabilitation and energy improvement of entire neighborhoods. It was explained yesterday by the director of Ferrovial Group Quality and Environment, Valentin Alfaya, during the second day of the «Technical Conferences about Urban Rehabilitation», organized by Empresa Municipal de la Vivienda. He argues that it could generate three hundred thousand jobs a year, economic activity of fourteen thousand million and savings of thirteen million tons of greenhouse effect gases per quarter.

Catalan builders ask for 4 % VAT for rehabilitation 

The Cambra Oficial de Contractistes d’Obres de Catalunya (CCOC) and the Gremi de Constructors d’Obres de Barcelona i Comarques asked for replacing the current reduced VAT (7 %) by the super-reduced VAT (4 %) for rehabilitation work, housing renewal and reform.
It was argued that in this way, the consumer “will be encouraged to fulfill their tax obligations”, and tax collection “will not only not decrease, but it will increase”. “With the current 7 % tax there’s less incentive”, he added.

3.000 jobs related to housing rehabilitation are maintained or created, according to the Junta de Extremadura

The district offices will process the incentives for building rehabilitation

The city council of Barcelona, the Generalitat and the Government have agreed independent procedures of the building works to be made from unique terms and at municipal offices of 10 districts of the city.
This initiative hopes to collect the incentives faster and it hopes that theses incentives will be charged at the final phase of works

The buildings will generate the energy they spend

In 2020 the European Union will require buildings to be energy self-sufficient through a new directive to be adopted this summer.
Thus, all buildings constructed after 2020 will have to achieve a near zero energy consume. In addition, existing buildings must fulfill higher standards of energy efficiency. Carrying out important reforms in existing buildings must fulfill minimum energy performance requirements.
The new directive will force the indicator that shows the energy efficiency of a building to be included in its advertisements for sale or rent. It will also require the introduction of smart metering and control systems and management with the aim of achieving energy savings.

       Barcelona Observance of the Word Habitat Day, October 4th 2010 


The United Nations has designated the first Monday of October every year as World Habitat Day. The idea is to reflect on the state of our towns and cities and the basic right of all, to adequate shelter. It is also intended to remind the world of its collective responsibility for the future of the human habitat.

The United Nations chose the theme Better City, Better Life to highlight our collective vision of a sustainable urban world that harnesses the potential and possibilities, mitigates inequalities and disparities, and provides a home for people of all cultures and ages, both rich and poor.

 

For the first time, the city of Barcelona hosts the World Habitat Day, while the global observance will take place in Shanghai in the framework of the EXPO 2010. At the same time, numerous cities of the whole world will celebrate events recognising the impact that cities, with an adequate planning, can have to create opportunities and significantly improve the quality of life for their citizens.

UN-HABITAT, the United Nations Programme for Human Settlements yearly calls for the Habitat Scroll of Honour with the objective of paying recognisance to those institutions or individuals contributions to urban sustainability, equity, gender parity, pro-poor growth and participatory governance. The deadline for submissions is July 31st 2010 and the relative information can be downloaded here.

With the occasion, the Office of UN-HABITAT in Barcelona is organising an institutional event within the Congress: “Rehabilitation and Sustainability: the future is possible” followed by a Panel under the title: “Responsibilities and challenges of local governments in the sustainability of the urban planning” will convene with international public decision-makers to discuss the challenge that municipalities and regional governments must face when choosing between urban expansion and consolidation of the existent city. Beatriz Corredor believes in rehabilitation

The minister for Housing and Urban Development, Beatriz Corredor, announced, at the Congress SB10mad inauguration, that the Government has the aim to achieve the 35 % of the sector’s activity in rehabilitation in 2020 (compared to the current 25 %). Following this goal the Department, among other measures, has created the “Social platform for the promotion of housing rehabilitation”.

       R+S=F on the radio

Last April the 28th, Toni Floriach, Xavier Casanovas and Ramon Arjona took part in a radio program of Gestiona Radio, in which the great importance of the rehabilitation of the actual city was highlighted, both for improving life’s quality and for preserving the value of the actual builded park, specially as an indispensable measure to face up to the climate change and the environmental challenges. Among other questions, they talked quite a lot about the goals raised by the Congress R + S = F, organized by the Col•legi and due for October this year.

   International Congress Sustainable Building 2010

Last Friday International Congress Sustainable Building 2010, SB10mad, was closed. Under the slogan "Sustainable Building. Neighbourhood Revitalization and Rehabilitation" was held in Madrid from 28, 29 and 30 April. 28, 29 y 30 de abril.
